Adding two to three inches of organic matter on the soil surface can break up the clay in soil or store more water in sandy soil. Non-chemical material that could be ideal for soil include sawdust, peat moss, leaves, grass clippings and manure.

To make it more potent, you will need to include nitrogen fertilizer to aid in the decomposition process of your mulch. The next thing to do prior to planting your garden will be to completely till the soil. In this way, it will be possible to have air circulate inside the soil and keep it from hardening so the roots can grow. Make certain you don't till the earth in early spring since muddy soil may not break down well and choke the roots.
